IE Discover Tabbed Browsing

One of the best features of Firefox and Opera is tabbed browser because it offers an easy and elegant way for multi-taskers to have a variety of Web sites open at the same time. It is the one feature that has really differentiated them from IE. That said, you wonder why it has taken Microsoft until IE 7.0 to finally introduce tabbed browing. In confirming speculation, Microsoft's IE team explained tabbed browsing wasn't available before due to "concerns around complexity and consistency". Can anyone explain to me why a software giant such as Microsoft has these kind of "concerns" while upstarts such as Firefox and Opera can do it as a standare feature?
